Position Profile: The Development Manager's role is to plan, coordinate, and supervise all activities related to the technical design, development and implementation of information systems and software applications including; Siebel, Web, OpenText and Data. The Development Manager is also responsible for supporting, and upgrading existing systems and applications, working closely with the IT Operations Manager.
Work closely with the Project & Business Analysis team to collate and evaluate feedback and proposals from across the business from a technical context, in order to identify potential problem areas, and make the appropriate recommendations for continual improvement in applications services.
Review and analyze existing application effectiveness and efficiency, and develop plans for improving or leveraging these systems to greater effect.
Own and plan demand management for IT application development and deployment services, ensuring the needs of business requirements, project requirements, IT maintenance and IT support are managed.
Direct the identification and resolution of application issues and errors, liaising with the IT Ops / Dev teams to triage IT Incidents ensuring all incidents, problems and change requests follow the processes.
Lead the design, develop, and installation of application patches, enhancements and upgrades to the systems and application suite to maintain system stability and support levels.
Manages a team of software developers including solution architects.
Manage and provide direction for the Development Team in support of business operations.
Recruit, induct, appraise, develop, motivate and manage the performance of the team as required.
Set individual objectives for team members that reflect Scheme strategy and priorities.
Provide technical & functional leadership to the team of developers working on technology projects
Actively participate in the development of business and vendor relationships & manage day-to-day interactions
Responsible for project financials including development of financial plans
Display leadership and business judgment by anticipating client and project needs and developing alternative solutions
Provide coaching, oversight, and support for delivery teams and staff
Provide input and actively participate in recruitment and retention activities
Must be hands on, including reviewing code, assessing code quality, assisting performance tuning.
Direct, guide, train the Team on the Software Development Activities (Coding, Technical Design, Unit Testing, etc.).
Spends a good amount of time working with business owners on planning and preparing for new projects, facilitating prioritization
Highly focused on identifying continual process improvements to improve quality, predictability, and efficiency of delivery
Drives forward engineering by hiring the right talent & developing team, arranging code hackathons, and mentoring the team for experimentation with new & open source technologies.
Ability to assign and monitor Tasks on a day to day basis by managing the changing priorities and collaborating with key stakeholders.
Ensuring compliance with company's Software Development Processes.
Evaluates performance, including team input, and provides input, guidance, and corrective actions to team members
Participate in strategic planning and prioritization of long term engineering plans
Continuously assists in aligning teams to the business and program mission
Support multiple concurrent efforts and deliver in a fast paced dynamic environment
Foundational understanding and experience with Agile, Lean and/or SAFe methodologies
Must maintain confidentiality of the program and projects and defend program objectives all the time.
Bachelors or Masters Degree in Information technology or related field
10-14 years of experience in software engineering or development & 6+ years in a technical or functional lead role using Siebel platform
Must demonstrate experience and knowledge on Agile methodology
Proven leadership skills demonstrating strong judgment, problem-solving, and decision-making abilities
Proven experience in Siebel Modules (Sales, Quote & Order Mgmt, PRM, Marketing, Product, Pricing & Catalog Mgmt, Commerce, Service,
Functional Experience in Supply Chain and Manufacturing domains
Experience presenting to clients or other decision makers to present and sell ideas to various audiences (technical and non-technical)
Demonstrable experience of technical application solution architecture, development, delivery and support.
Must have extensive experience of working with the Siebel architecture, and integrating Siebel into other systems.
Able to prioritize and execute tasks in a high-pressure environment
Ability to conduct research into emerging technologies and trends, standards, and products as required
Ability to adapt in a dynamic work environment and make independent decisions; Extremely detail oriented; Strong customer service focus
Strong interpersonal and consultative skills & Excellent oral and written communication skills
Exceptional analytical, conceptual, and problem-solving abilities
Ability to lead high talent teams in local and remote locations; Previous supervisory experience in leading a technical team or managing a larger cross-functional team of non-direct reports

Pre-sales, proposal, and RFP experience
Cloud based Software Development exposure or any other popular web based development framework.
Experience producing quality deliverables as per the software standards (CMMI Standards)
